The Shepard Apartments is a semi-independent living complex designed for persons with psychiatric disabilities. Sponsored by Halfway House Services, Inc., and built with funds from the U.S. Department of Housing and Urban Development (HUD), the Shepard Apartments offers people with psychiatric disabilities both affordable housing and a program of services to help them live as independently as possible.

Tenants pay approximately 30% of their income for rent and utilities. To receive this benefit, tenants must regularly supply income verification information.

Shepard Apartments has eight residential units, a manager unit, an office, common laundry facilities and a common meeting and social area.

There is an onsite Apartment Manager for building-related issues.

Laurel Hill Center and Lane County Mental Health Services staff provide the following supportive services for residents:

  • service plan specifically tailored to the need of individual tenants
  • guidance in daily living skills
  • referrals to assistance agencies as needed
  • social activities
  • emergency availability

To be eligible for the Shepard Apartments, the applicant must be:

  • 18 years or older
  • psychiatrically disabled, as defined by HUD
  • within very low-income eligibility limits established by HUD
  • ready to live in a supported housing program and able to participate in the development of a supportive service plan
  • Applicants will not be required to receive supportive services, but income eligibility requirements must be met.

As apartments become available, preference will be given to applicants who are:

  • current clients of the Alder Street Residence or William Ware Residence programs who are ready to advance to this level of independent living
  • involuntarily displaced
  • occupying substandard housing
  • paying in excess of 50 percent of income for rent
  • homeless or staying with friends or relatives
  • living in more restrictive setting than necessary

Applicants who meet the eligibility criteria will be further screened by a Screening Committee. Each prospective client fills out additional forms and gives permission for staff to contact past and present service providers and others who know the applicant. A criminal history check is required. Evidence of past criminal activity does not automatically eliminate the applicant from the waiting list.

Staff from Halfway House Services, Laurel Hill Center, and Lane County Mental Health Services will interview and screen applicants after all information is received. Applicants are responsible for providing changes to their address and contact information to the Screening Committee during the selection process.

The apartments are compact and efficient one or two bedroom units with good natural lighting, reasonable privacy, and access to a pleasant common courtyard. A laundry room and community room are available for resident use.

The apartments have:

  • bedroom, bath, kitchen, living and dining areas
  • vinyl floors in kitchen and bath
  • carpeting
  • refrigerator, range and oven
  • ample storage space

The Shepard Apartments is near downtown Eugene, within walking distance of grocery stores, banks and number of parks. The Eugene-Springfield metropolitan area has a good bus system, with stops nearby.
